From 86 separate solutions to one shared platform for EU cooperation funding

Cloudflight develops Jems, the Joint Electronic Monitoring System, as the sole implementation partner of Interact-EU. Used by more than 50 of Europe's 86 Interreg programmes, Jems has saved an estimated €15.3 million in development costs and earned a Good Practice Certificate at the European Public Sector Award 2025-26.

Cross-border cooperation between regions and countries

Our customer Interact has a concrete task: to support EU Interreg cooperation programmes in working as effectively as possible. Among other things, Interact promotes this effectiveness with the easy-to-use online portal Jems. But building a single monitoring system for a landscape this complex is no small feat.

The challenge

Comprehensible cross-border cooperation

Jems must meet the different needs, requirements and regulations of 86 Interreg funding programmes across EU countries, while at the same time supporting the initiative to harmonise processes and application forms between those programmes. On top of that, it must satisfy the regulatory requirements of the EU Commission. Time is short, the requirements are complex, and the pressure to succeed is high.

Interact needed a development partner who could handle this combination of regulatory depth, multinational coordination, and tight timelines. Cloudflight was entrusted by Interact as its sole implementation partner to develop Jems, the Joint Electronic Monitoring System, as a common default solution for the Interreg funding world.

Solution

With Jems, we have built a system that covers the entire project funding cycle. From the initial application to the completion of a project, each phase is digitally monitored. Legally compliant applications and their approvals run through a single, consistent process.

Jems supports multilingual use: users can fill out the application form in the languages their funding programme requires, and switch input and display languages independently. Each Interreg programme can configure Jems individually, adapting application forms and review criteria to the respective call for proposals. Jems also provides multiple APIs, allowing programmes to extend the platform’s functionality and integrate it with national systems or third-party tools.

Only the partnership-based exchange at eye level and the collegial cooperation between Interact and Cloudflight made this result possible. Programme staff themselves participate in the sprint reviews, giving our developers direct, unfiltered user feedback. UX/UI experts accompany the project so that the different perspectives of stakeholders across Europe result in a unified UI concept. After the initial design phase, we succeeded in getting project partners from all over the continent to pull in the same direction with a common project vision.

The shared approach has saved an estimated €15.3 million in software development costs that would otherwise have gone into separate, programme-specific solutions. Usability scores confirm the design approach works: 80% of end users report finding Jems easy to use.

The project's impact has earned recognition well beyond the Interreg community. Jems received a Good Practice Certificate at the European Public Sector Award (EPSA) 2025-26, organised by the European Institute of Public Administration (EIPA), one of Europe's most prestigious distinctions for public sector innovation. It was also shortlisted at the Austrian Administrative Awards 2025.
